Exactly right. But I would add this caveat: no country in their right mind would welcome anyone from Hamas. Good idea in theory but totally unrealistic unless Iran becomes a democracy and/or the Arab world decides Hamas and the PLO have to go. Both are too useful for promoting hatred of Israel.
